“A Breath of Fresh Air”

Background to our Draft Sustainable Community Strategy 2007 - 2025

This second Community Strategy for West Berkshire, with the working title “A Breath of Fresh Air” has also evolved to reflect a number of changes which the West Berkshire Partnership (WBP) feel are important, namely, to:

  • provide a Strategy that looks to the long term vision up to 2025. Whilst improving quality of life remains the underlying objective it is now seen as important to create a clearer picture of what sort of District this new Strategy is seeking to achieve over the next 20 years or so;
  • articulate more clearly the role of the WBP in delivering the Strategy. The aim here is to show where collective working can bring added benefit and where, in other areas a particular activity may be more appropriately pursued by a single or limited number of organisations;
  • enhance the performance management framework supporting the Strategy. The Strategy itself does not do this but it is felt important to provide greater clarity as to the targets the Partnership will be working to.

Local Community Strategies - Parish Planning

A Parish Plan sets out a vision for how a community wants to develop, and identifies the actions needed to achieve it. The plan can be very broad and may include economic, social and environmental issues such as healthcare, local shops and facilities, highways, community safety, local democracy and public services. They are useful as a tool to complement and help deliver local planning policies and frameworks, but they cannot override adopted planning policy. They can also be a positive influence on local housing and land management strategies. They should also contribute to the way local services are managed and delivered.
